Under Section 125 of the 2013 Constitution, the the Public Service Commission is appointed  by the President on advice of the Constitutional Offices Commission. It has been mandated under Section 126 to carry out its functions. 

The Public Service Commission consists of a Chair and not less than three, not more than five members.
