The Fiji Government Scholarship Scheme was established in 1978 as a “Cost - Sharing Scholarship Scheme”, through the recommendation of the Kapadia Report. As a result, a separate unit in the Public Service Commission was established with the sole responsibility of administering all scholarship awards, to all local tertiary institutions as well as liaising with overseas donor countries on their scholarship awards.
For this purpose, a Scholarship Selection Committee was established with the responsibility of identifying critical manpower needs for which scholarships are to be awarded and to be responsible for all Fiji Government scholarships administration.
