State Services Decree no: 6 of 2009 describes the Public Service Commission as having these three functions:
(a) To make appointments to Public Offices
(b) To remove persons from Public Offices
(c) To take Disciplinary action against holders of Public Offices

 

The Public Service Commission derives its statutory powers and responsibilities from the Public Service (General) Regulations 1999. Its major areas of responsibilities are therefore:

 

  • Reviewing the machinery of Government following which the strategic plan 2011-2014 is to “determine the right size and structure of the Civil Service through appropriate consultations and reviews”;
  • Fostering the efficiency and economy of the Public Service. From the outset, the Public Service Commission has in its strategic plan mapped out “provision for policies, programmes and work tools that create the environment necessary for attainment of optimum levels of productivity and efficiencies.”
  • Prescribing Training programmes for and assisting with the training of employees. The Strategic Plan 2011-2014 has drawn up a Capital Investment programme which focuses on “investment in manpower planning and development to fulfil the skills sets needs created by the ever changing working environment needs in an effort to promote integrity, discipline and professionalism throughout the Civil Service.

 

These responsibilities are dependent on the various Divisions that are in the Public Service Commission following which the respective Divisions submit to the Public Service Commission relevant Commission Submissions that would enhance the achievement of the above mentioned responsibilities.
