APPOINTMENT AND PROMOTION The following extracts from Regulation 5 of the Public Service (General) Regulations, 1999 should be carefully observed by all recommending employees.

Subsection (1): The appointment or promotion of a person to an office pursuant to Part 6 Section 12 of the State Service Decree No.6 of 2009 must be made on the basis of merit after an open, competitive selection process, and in accordance with Part 6, Section 9 of State Service Decree No.6 of 2009.

DIRECTOR [POVERTY ERADICATION UNIT]

The position is responsible to the Permanent Secretary, Prime Minister’s Office through the Deputy Secretary, Prime Minister’s Office in providing sound policy advice to the Prime Minister and government pertaining to poverty in Fiji. Provide strategic policy direction, leadership and all national pro poor services and programs as mandated through government’s Strategic Framework for Change 2009-2014 and the Roadmap for Democracy and Sustainable Socio-Economic Development (RDSSED) 2009-2014 towards the reduction of poverty to a negligible level by 2020. Also, responsible for the overall management of the Poverty Eradication Unit through the development of appropriate policies and effective co-ordination, timely implementation and on-going monitoring of poverty eradication strategies, projects and initiatives within the Integrated National Poverty Eradication Program (INPEP) framework and the Affirmative Action Programme (AAP) under the Social Justice Act of 2001. Oversee all INPEP databases and work closely with other implementation of INPEP to ensure that the Unit meets its targets and according to its annual budget allocation. The position ensures the timely and accurate reporting of the progress of the INPEP and AAP. Accountable for the establishment of information packages on various of the INPEP for dissemination to the public, participate in information sharing to all public through public awareness campaign, media releases, and other relevant mode of communication established within the ministry. Coordinate training deemed necessary by the Unit and provide briefs on INPEP as and when required by the Permanent Secretary and oversee the formulation, implementation and reviewing of the Unit’s business plan.

CHIEF ECONOMIC PLANNING OFFICER

The role of this position is to effectively provide policy advice to the Prime Minister through the Permanent Secretary, Prime Minister’s Office and Deputy Secretary (Policy Analysis) on economic, governance and social matters, and also on Cabinet Papers submitted by various Government Ministries and Departments for Cabinet’s consideration including other national policy documents for the discretion of the Prime Minister. Advice provided is in line with the priority objectives and policies of the Government. Effectively co-ordinate and manage the implementation of Government policy decisions agreed to by Cabinet, and the production and timely delivery of briefs, analysis, policy papers including the formulation of measures and strategies that would enhance the effective implementation of government policies. Co-ordinate and initiate formulation of policies through quality research and effective consultations with stakeholders. Manage and oversee the functions and activities of subordinates under his/her charge, including effective communication with staff of the Policy Analysis Unit and the Ministry’s performance management and development. The Conservator of Forests is responsible to the Permanent Secretary for Fisheries and Forests on all policy matters of the Forest Sector and operational matters of the Forestry Department. This Officer is responsible to the Deputy Secretary for the provision of advice on macro-economic policy and strategic planning issues on both national and sectoral basis through preparation of cabinet papers, briefs and issue papers. This includes advice on economic evaluation of government policies; analyzing policy advice on cross-sectoral issues such as trade and ICT, and areas of market & public sector reforms such as the goods market and civil service. The post also includes specific responsibility to prepare macro-economic forecasts for National Accounts, Trade (export and imports) and Balance of Payments. The officer will be responsible for providing analysis on macro-economic variables such as inflation, investment and saving. Moreover, advice and analysis of fiscal policy issues such as taxation and other revenue policies of government will be undertaken in coordination with the Revenue Policy Committee. The Officer is required to supervise and coordinate the Division’s work to ensure the efficient, effective and ethical delivery of its roles in achieving the outputs in the Ministry’s Annual Corporate Plan and Division Business Plan. This includes compilation of sector performance analyses, monitoring and review of policies in the Roadmap for Democracy and Sustainable Socio-Economic Development 2010-2014. He/She is responsible for the development of policies and strategies in relation to the Roadmap and Sectoral plans. The officer also has specific responsibilities to facilitate the effective coordination and implementation of policies and projects through the Senior Economic Planning Officers based in the Divisional Commissioners Offices. CHIEF ECONOMIC PLANNING OFFICER [PROJECT PLANNING AND EVALUATION UNIT]

The Officer reports to the Permanent Secretary for Strategic Planning, National Development and Statistics through the Deputy Secretary. He/She is responsible for the planning and compilation of three year Public Sector Investment Programme (PSIP) for possible funding through the normal budgetary system and development partners, ensuring that Ministries’ corporate plans are consistent with the development objectives of Government and the PSIP, and coordinate monitoring of government’s capital projects including loan and aid funded through close liaisons with Implementing Agencies and the Ministry of Finance for timely and accurate quarterly progress reports. The officer is also responsible for providing advice to, and support for the Minister for Strategic Planning in the performance of his Ministerial responsibilities and to represent the Ministry on Government, interdepartmental, national, and special interest committees and at meetings and forums. MINISTRY OF HEALTH

HOSPITAL ADMINISTRATOR [LAUTOKA HOSPITAL]

Responsible to the Medical Superintendent for the planning, co-ordination, implementation, evaluation, supervision and control of the medical and general management of all health services and facilities including the delivery of planned services in the Divisional Hospital within agreed budgetary parameters and compliant with the standards of service developed by the Ministry of Health. The incumbent would have overall responsibility for the preparation and monitoring of the annual hospital budget; plan, co-ordinate and implement a Hospital Development Plan for the management and operation of the Divisional hospital; promote and develop community involvement in the provision of hospital care; oversee and provide advice on the implementation of clinical standards in Sub divisional hospitals and the exercise of inter hospital referral protocols; oversight the supervision and evaluation of the activities of all medical and allied professions, support services, un-established and volunteer staff within the Lautoka Hospital.
