Brief History
The Training Division was established in 1965 in response to the need for
training for supervisory and managerial positions in the civil service.
Later the Department of Localisation and Training was created in 1968 to
co-ordinate the task of training and localising the Public Service as Fiji
moved towards Independence. With the restructuring of the Public Service in
1971, the Department's two sections then (In-Service Training and Scholarships)
were integrated into the Department of the Public Service while CTD moved
to its present location. In 1973, the Department of the Public Service and
Rural Development was amalgamated with the Public Service Commission and the
training responsibility shifted to the Public Service Commission.
The enactment of the Fiji National Training (FNT) Act in 1973, not only enhanced
a systematic training approach in the Service, but also reinforced the commitment
of the Government to national skill-formation for both the private and public
sectors.
PSC's task of training public servants is supplemented by the Ministry of
Finance which conducts accounting courses and through in-house training programmes
conducted by Ministries/Departments. View TNA

Institutions such as USP, FIT, FNTC, FCAE, LTC, FSM, FSN, Pacific Community
(formerly SPC) and FCA also provide training for the Public Service.
The Workforce Planning & Scholarship
Unit of PSC, a section of the Training Division, was established in 1990.
It is responsible for workforce planning in the Public Service and for administering
Government's scholarship policy. The Unit is located in the Rev John Hunt
Building in Suva.
Staff training and development in the Public Service has grown and diversified
over the years. Without the considerable assistance received from friendly
governments, international and regional organisations and other agencies,
most of the current training programme would not be possible.
The restructuring of the Division that started in 1998 marked the ever-changing
development that the Division has gone through. A New Unit ( FNTC/Research
and Development Unit) was established in September 2001 specifically to manage
the FNTC Levy and Grant scheme, conduct Training Need Analysis (TNA), carry
out training audit and research work.
AIMS AND OBJECTIVES
The Public Service Commission under Part 3 Subsection II (I) part (e) of
the Public Service Act, 1999 is vested with the authority and responsibility
for the training functions in respect of the Public Service. It's Training
Division undertakes these responsibilities.
In order to improve and upgrade job performance of public servants, the Training
Division carries out a systematic process of training to:-
· Prepare individuals for future responsibilities so that they meet
their personal and professional goals;
· Improve organisational efficiency and effectiveness ;
· Meet human resource requirements through Pre and In-service Training
Awards ; and
· Overcome obsolescence of knowledge and make individuals aware of
changing technologies.
