The Public Service Commission's statutory functions that fall under the responsibility
of the Management Improvement Division is outlined at Part 3, Section11(1)(g)
of the Public Service Act 1999 which states: "to review, and advise the
Government on the structure, size and composition of the public service, including
the creation, amalgamation and abolition of Ministries and Departments, the
functions of departments, and staffing levels in Ministries and Departments"
Role
The Management Improvement Division assists Ministries and Departments to
effectively implement best management practices that enhance effectiveness
in service delivery. Thus the Division's core outputs are to: ensure that
through the Government's planning machinery, the broad goals and policy initiatives
of the Government are captured in the activities and programmes that are undertaken
by ministries and departments; provide assistance with organization development
programmes that enhance accountability, and are geared towards the achievement
of the targeted core outputs and outcomes; play an active role in ensuring
that Government's policies and programmes are carried out efficiently, effectively
and with due economy; ensure that effective staff establishment management
control policies are in place and observed. It also includes the Management
Information Systems Unit.

Develop strategic plans that are aligned with the Government's National
Strategic Plan;
Develop the entity's corporate plan, business/management plan and individual
work plans;
Discuss the alignment of the organisation's programmes and activities with
the organisation's strategic and corporate plans.
Arrange management efficiency reviews (MER)
Carry out staff establishment surveys and oversee compliance with the staff
establishment management control policies.
Work in partnership to address the entity's organisation development issues
and challenges;
Assist in training on performance management system ensuring the link between
the individual, team and organisational performance.
