ROLE OF EMPLOYEE RELATIONS DIVISION
The Division is responsible for maintaining a harmonious and productive
industrial culture in the Public Service through the development of effective
human resource management policies, strategies and practices that fosters
equity, fairness and good people management.
The Division is also responsible for providing quality advice, effective negotiations
and dispute settlement and development of performance management systems in
Ministries and Departments. It operates with a high level of independence in
the development of policies, negotiations in disputes committee, conciliation
and arbitration proceedings.
The primary output of the Division is the setting of terms and conditions
of employment for service-wide application that will ensure a harmonious and
productive work culture in the Public Service. It undertakes policy initiation
and review of human resource management policies and practices through its
Policy Development Unit. In addition, through its Client Service Unit, the
Division provides advice and guidance to Ministries and Departments on the
application and interpretation of terms and conditions of service. The Division
also represents the Commission, as employer, in negotiation, conciliation
and arbitration proceedings and also at various meetings in Ministries/Departments,
other public sector organisations and private organisations.
Role of Policy Development Unit
The Policy Development Unit is responsible for policy initiatives, including
the formulation of new and review of existing policies relating to terms and
conditions of service/employment. The need for this is always on-going and
increasing. The Unit is also responsible for dealing with all disputes of
interest through the trade disputes machinery.
Role of Client Service Unit
The Client Service Unit is responsible for the interpretation and application
of terms and conditions on a micro level. At a more macro level, it is responsible
for the application of existing policies relating to terms and conditions
of service/employment. Where a deficiency is detected, the Unit will refer
this to the Policy Development Unit through the Director, Employee Relations
for appropriate review. It is also responsible for dealing with all disputes
of right through the trade dispute machinery. The Client Service Unit also
administers the PSC Group Insurance Scheme.
