SENIOR EXECUTIVE SERVICES OF THE FIJI PUBLIC SERVICE

The Senior Executive Service is comprised of the men and women charged with leading the continuing transformation of the Fiji Public Service and Fiji Government as a whole. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment that is grounded in the Constitution. The Public Service is committed to deliver results, and Senior Executives drive those results. The most enduring legacy to the future of the Fiji Public Service is the proper development of its Senior Executives. The ability of Senior Executives to achieve results can be met by establishing a strong learning environment that supports both initial and ongoing training and development of both current and future leaders.

In view of this increasing emphasis on leadership, we believe the time is right to recommit and strengthen the Fiji Public Service to developing effective future leaders. We are issuing the following guidelines to assist our Senior Executives in carrying out their agency's managerial development responsibilities.

In planning for leadership development, agencies ensure the following criteria are met:

  • Clear linkage to organizational strategy, goals, and values. Modifications are needed to incorporate emerging trends and new requirements and to ensure continued alignment.
  • Clear linkage to Government-wide leadership competencies and Executive Core Qualifications as well as agency-specific core requirements, to ensure the training provided fosters a broad agency and Government-wide perspective.
  • Top-level commitment as demonstrated by dedicating adequate resources, by ensuring active involvement of higher-level officials in the development of their managerial subordinates, and by serving as positive role models, mentors, and teachers for leadership.
  • Integration with other related human capital management processes, such as succession planning, talent management, and performance management.
  • Thorough training needs analysis based on an identification of competency gaps and current mission or business goals and challenges.
  • Systematic evaluation of the extent of learning, its application, impact, and where feasible, its return on investment.

 

SENIOR EXECUTIVE SERVICES COURSES FOR 2008 [top]

The Senior Executive Services training program is established for the purpose of catering for the training need of our Senior Executives.

The programmes have been designed to suite professional people searching for the skills and knowledge essential to meet the demands of the changing work practices and ethics that have been evolving within and outside the Public Sector.

In order to ensure that the training programs meet the actual needs of the Senior Executive Services from Ministries/ Departments, a training need analysis exercise was carried out at Organizational, Occupational and Individual levels prior to the programmes being identified. Therefore the schedule of the programmes contained in the prospectus reflect the actual need and accordingly offers extremely wide range of training and development which respond to the full range of competencies required for the complexity of running the Public Service.

E-COMMUNICATION

Brief:
Electronic communication is becoming mainstream in most areas of life. Developments are happening at an incredibly fast pace  with new services and technologies constantly emerging. Electronic services are also becoming more available, for example mobile phones and TV’s can now access the internet.

Increasingly, organizations are expected to have their own website to deliver information and services online. This can make information and services more widely available - but only if presented in an accessible way.

All e-communication should meet current standards for accessibility. If accessibility standards are built into the   design of a website or an electronic document, then it should be possible for users to tailor that technology to suit their needs.

There is, though, a danger in assuming that everyone can access information electronically. Electronic information should not   completely replace other means of communication and service provision.

Intended Outcomes:
Electronic communication is rapidly changing the face of the working environment and it is, therefore, important for management  to develop an understanding of this field. This understanding includes the legal, ethical, social, political and moral aspects of data protection and access to information.

Brief:
With the growing importance of knowledge as a lever of organization strategy, it is essential that organizations know how best to develop and apply knowledge-based strategies in order to achieve bottom line benefits. This particular workshop is intended for those who are planning and developing such strategies and knowledge management initiatives. It appeals both to line
managers and senior executives who develop organizational strategies, as well as members of a knowledge team responsible for implementing them. Participants will benefit from the way that this workshop demonstrates the interdependencies between the contributions of different functions and disciplines.

INNOVATION [top]

Brief:
The course provides exposure to the concept of innovation. While innovation typically adds value, innovation may also have a negative or destructive effect as new developments clear away or change old organizational forms and practices. Organizations that do not innovate effectively may be destroyed by those that do. Hence innovation typically involves risk.

Through an examination of the organizational context, innovation may be linked to performance and growth through improvements in efficiency, productivity and accountability in the Public Service. Participants are introduced to the critical issues involved in managing innovation.

Intended Outcomes:

BUSINESS RE-ENGINEERING [top]

Brief:
The course provides exposure to Business process re-engineering (BPR) from a management approach aiming at improvements by means of elevating efficiency and effectiveness of the processes that exist within and across organizations. The key to BPR is   for organizations to look at their business processes from a "clean slate" perspective and determine how they can best construct  these processes to improve how they conduct business. Business process reengineering is also known as BPR, Business Process Redesign, Business Transformation, or Business Process Change Management. Through an examination of a contract document, participants are introduced to the critical issues involved in business re-engineering.

The course explores the principles and processes that are most important factors in the day-to-day operations of any successful organization. Brief:
The course provides exposure to Asset management as the process of guiding the acquisition, use and disposal of assets to make the most of their service delivery potential and manage the related risks and costs over their entire life.
Through an examination of processes of acquisition, use and disposal of assets, participants are introduced to the critical issues involved in managing government assets.

Intended Outcomes:
· makes the most of the service potential of assets by ensuring they are appropriately used and maintained
· reduces the demand for new assets and saves money through demand management techniques and non-asset service delivery options
· achieves greater value for money through economic evaluation of options that take into account life cycle and full costs, value management techniques and private sector involvement
